Aviation Examiner – Flight Training and Operations, Civil Aviation Authority of New Zealand

Marc is an Aviation Examiner and Flight Operations Inspector with the Civil Aviaition Authority of New Zealand. His background is as a Chief Flying Instructor, A-Category Flight Instructor and General Aviation Flight Examiner. Marc has worked in a number of training institutions from aero club to large flight schools.

While with the CAA, Marc has been involved in certification of Parts 135 and 141 operators, flight-testing participants in the NZ Civil system and is presently heavily involved in the introduction of Safety Management Systems (SMS) within the NZ Flight Training sector.

The Flight Instructor as a Profession – A Regulators Perspective

Following on from a review into Flight Instructor experience and standards, the Civil Aviation Authority of New Zealand has applied a risk-based approach to oversight of the flight training industry. This has resolved into the collaboration with the New Zealand training industry, aviation sector interest groups and government agencies to emphasise the role of the Flight Instructor as a professional career path.

The outcomes have also highlighted the potential for reduced experience contributing to emerging risks across the training industry and into entry level carriers. All this has occurred when the demands are ever-increasing on the pilot supply coupled with the increased difficulty in recruiting new entry aircrew.

An offering of a new approach to the regulators interactions with industry to create a pro-active and responsive licensing system through information sharing and innovative solutions.
